تشدید سرکوب و اذیت و آزار فعالین کارگری و اجتماعی در ماه های اخیر

از آغاز ماه اکتبر تا کنون بیش از ۵۰ نفر از فعالین کارگری و اجتماعی در سراسر کشور توسط ارگان های امنیتی رژیم جمهوری اسلامی احضار شده و یا مورد بازخواست قرار گرفته اند. این سرکوب گری ها حتی شامل کسانی شده است که دوران محکومیت خود را در زندان های رژیم می گذرانند

اتحاد بین المللی در حمایت از کارگران در ایران در بیانیه ای به زبان انگلیسی جزئیات تکمیلی از روند سرکوب و آزار و اذیت فعالین کارگری و اجتماعی ماه اخیر را منتشر کرده است. ترجمه ی فارسی این بیانیه و همچنین متن انگلیسی آن را در زیر می خوانید:

(ترجمه از متن انگلیسی اتحاد بین المللی در حمایت از کارگران در ایران)

طی ماه های گذشته، به ویژه با رسیدن ابراهیم رئیسی به مقام ریاست جمهوری، سرکوب و اذیت و آزار فعالین کارگری، معلمان، نویسندگان، وکلا، فعالین اجتماعی و مدافعان حقوق بشر توسط رژیم جمهوری اسلامی به شدت افزایش یافته است. ابراهیم رئیسی، پیش از انتخاب شدنش به عنوان رئیس جمهور، ریاست قوه قضاییه را به عهده داشت. او در قبل ” عضو هیئت مرگ بود؛ هیئتی که در سال ۱۳۶۷ بطور پنهانی و فرا قضایی، حکم اعدام هزاران زندانی سیاسی را در اوین و گوهر دشت را صادر کرد” ۱

از آغاز ماه اکتبر تا کنون بیش از ۵۰ نفر از فعالین کارگری و اجتماعی در سراسر کشور توسط ارگان های امنیتی رژیم جمهوری اسلامی احضار شده و یا مورد بازخواست قرار گرفته اند. این سرکوب گری ها حتی شامل کسانی شده است که دوران محکومیت خود را در زندان های رژیم می گذرانند.

 نمونه هایی از این سرکوب گری ها را در زیر می خوانید:

عسل محمدی و هیراد پیربداقی، از مدافعان حقوق کارگران و فعالین اجتماعی، روز شنبه ۶ نوامبر ۲۰۲۱ توسط نیروهای امنیتی بعد از بازرسی منزل آنها بازداشت شدند. هیراد پیر بداقی از طریق تماس تلفنی به خانواده خود اطلاع داده است که او را به بند ۲۰۹ زندان اوین که در کنترل وزارت اطلاعات است، انتقال داده اند.

 در آخرین نمونه ها از سرکوب معلمان، جعفر ابراهیمی، بازرس شورای هماهنگی تشکل های صنفی فرهنگیان ایران در ۳۱ اکتبر ۲۰۲۱ در دادگاه مرکزی کرج به اتهام واهی محاکمه شد. بعلاوه قرار است که ایشان در ۱۷ نوامبر ۲۰۲۱ در دادگاه انقلاب کرج به اتهام ” تبلیغ علیه نظام و اقدام علیه امنیت ملی”  محاکمه شود. در استان آذربایجان شرقی، لطیف روزیخواه  از اعضای هئیت مدیره کانون صنفی معلمان این استان، توسط دادگاه انقلاب جلفا فرا خوانده شده و قرار است که در ۱۰ نوامبر ۲۰۲۱  به اتهامات بی پایه مانند “تبلیغ علیه نظام” مورد محاکمه قرار گیرد. همچنین محمود ملاکی از اعضای هیئت مدیره کانون صنفی معلمان بوشهر به ” تبلیغ علیه نظام، توهین به رهبری، توهین به مقدسات و شایعه پراکنی” متهم شده و قرار است که در ۱۶ نوامبر دادگاهی شود.      

سپیده قلیان، دانشجو، شهروند – خبرنگار و مدافع حقوق کارگران، در ۱۱ اکتبر ۲۰۲۱ هنگامی که در مرخصی خارج از زندان بسر می برد با یورش حدود ۳۰ نفر از ماموران امنیتی به خانه والدین او بطور خشونت آمیز دستگیر شد. در ابتدا او را به مکان نامعلومی منتقل کردند و سپس در ۱۴ اکتبر او را از اهواز به بوشهر و از آنجا به بند ۲۰۹ زندان اوین انتقال دادند. سپیده قلیان به زندان برگردانده شده تا بقیه حکم زندان که به دلیل گزارش دهی و حمایت از اعتصاب کارگران نیشکر هفت تپه در سال ۲۰۱۸ علیه او صادر شد را بگذراند. او در مجموع به تحمل ۱۹ سال زندان محکوم شده است.

همچنین شش نفر از فعالین کارگری و سیاسی که حکم زندان خود را در زندان بزرگ تهران می گذرانند از جمله قربانیان  این نوع اقدامات خشونت بار و بی رحمانه بوده اند. در ۹ اکتبر ۲۰۲۱ شاپور احسانی راد، فعال کارگری و از اعضای اتحادیه آزاد کارگران ایران و اسماعیل گرامی معلم بازنشسته و همچنین چهار فعال سیاسی دیگر، به اسامی پویا قبادی، اکبر باقری، اکبر فراجی و اکبر شیرازی، توسط گروهی از زندانیان خطرناک بدون دلیل مورد حمله و ضرب و شتم قرار گرفتند. به گزارش تشکلات مستقل کارگری در ایران، این حمله با هماهنگی مقامات زندان و به قصد تهدید و انتقام گیری از زندانیان سیاسی صورت گرفته است.  طبق گزارش ها افراد مهاجم، به چاقو و تیزی مسلح بودند و در نتیجه تعدادی از مضروبین این حمله خشونت آمیز به مراقبت های پزشکی نیاز پیدا کردند. رژیم جمهوری اسلامی  وجود “زندانی سیاسی” را به رسمیت نمی شناسد و بنابراین، زندانیان سیاسی را غالبا و بطور آگاهانه با زندانیان خطرناک در یک بند یا سلول قرار می دهد.

مورد دیگر وضعیت خسرو صادقی بروجنی، روزنامه نگار و پژوهش گر حوزه کار و اقتصاد سیاسی است، که اولین بار در ۸ ماه مه ۲۰۱۹ دستگیر شد. او در شعبه ۳۶ دادگاه تجدید نظر تهران به اتهام “اجتماع و تبانی به قصد ارتکاب جرم علیه امنیت ملی و بین المللی کشور” مورد محاکمه قرار گرفت و به ۵ سال حبس محکوم شد . او مجددا در ماه اوت ۲۰۲۰ دستگیر و در زندان مخوف اوین جایی که هم اینک دوران محکومیت اش را می گذارند منتقل گردید. در روزهای اخیر وضعیت سلامتی او به وخامت گراییده اما مقامات زندان مانع از از دسترسی او به مراقبت های پزشکی شده اند.

 افزون بر این، وکلا مصطفی نیلی، و آرش کیخسروی، و مهدی محمودیان، فعال اجتماعی، حدود یک ماه پیش زمانی که در حال تهیه  کیفر خواست علیه علی خامنه ای، رهبر جمهوری اسلامی، و حسن روحانی، رئیس جمهور سابق، و وزیر بهداشت سابق به اتهام قتل غیر عمد مردم در جریان شیوع بیماری کرونا بودند، دستگیر شدند . آنان اخیرا در نامه ای خطاب به  “هیات نظارت مرکزی بر حسن اجرای قانون و احترام به آزادی های مشروع” ، اعلام کرده اند که به دلیل خود داری از امضای تعهد کتبی مبنی بر انصراف از تعقیب کیفر خواست، در زندان تحت فشار روانی قرار گرفته اند و در سلول انفرادی محبوس شده اند .

 همچنین خانم فرزانه زیلابی، وکیل مدافع، در سپتامبر ۲۰۲۱ توسط دادگاه انقلاب اهواز به یک سال زندان و دو سال محرومیت از مسافرت به خارج محکوم شد. علت محکومیت خانم زیلابی دفاع ایشان از حقوق کارگران است. او وکیل مدافع کارگران هفت تپه بوده است.  وکیل خانم زیلابی در خواست تشکیل دادگاه تجدید نظر را کرده است و در همان حال کارگران هفت تپه، لغو فوری و بدون قید و شرط اتهامات علیه خانم زیلابی را خواستار شده اند.

 افزایش اعتراضات کارگری

به باور تشکل های مستقل کارگری،  تشدید سرکوب گری ها و اذیت و آزار فعالین کارگری توسط جمهوری اسلامی، به قصد کنترل و سرکوب اعتصاب ها و اعتراض های کارگری انجام می گیرد که در اقصی نقاط کشور در جریان است. برای مثال تنها طی ماه گذشته شاهد چندین اعتراض توسط معلمان در سراسر کشور بودیم که خواستار افزایش حقوق، بهبود حقوق بازنشستگی و پایان دادن به خصوصی کردن آموزش هستند. بنابر فراخوان شورای هماهنگی تشکل‌های صنفی فرهنگیان ایران، امروز، پنجشنبه ۲۰ آبان ۱۴۰۰، فرهنگیان بازنشسته و شاغل تجمعات اعتراضی با مطالبه “رتبه‌بندی ‌شاغلان هشتاد درصد حقوق‌ هیات‌ علمی” و “همسان‌ سازی‌ بازنشستگان مبتنی بر قانون مدیریت خدمات کشوری” در حداقل ۲۷ استان‌ و ۶۲ شهرستان برگزار شد.

در ۱۹ ژوئن ۲۰۲۱ هزاران کارگر پیمانی در پتروشیمی ها و صنایع گاز در عسلویه با خواست افزایش دستمزد، بهبود شرایط کار و خلع ید از شرکت های پیمانی دست به اعتصاب زدند. این اعتصاب به فاصله کوتاهی به بخش های دیگر صنایع نفت، گاز و پتروشیمی  گسترش یافت و دهها هزار نفر از کارگران پیمانی به اعتصاب پیوستند. این اعتصاب از سوی  تشکلات معلمان، بازنشستگان، دیگر تشکل های مستقل کارگری و خانواده هایی که عزیزان شان در جریان خیزش آبان ۱۳۹۸ توسط نیروهای سرکوب گر رژیم کشته شدند، مورد حمایت قرار گرفت. هنوز نیز گروهی از کارگران پیمانی در بخش هایی از صنایع گاز و پتروشیمی ها از آنجا که به خواسته های خود نرسیده اند، در اعتصاب بسر می برند.

 در شرکت نیشکر هفت تپه، کارگران در طول ۵ سال گذشته بارها دست به اعتصاب و اعتراض زده اند و خواهان پرداخت حقوق های معوقه، لغو مالکیت خصوصی شرکت و محاکمه مالکان خصوصی به جرم اختلاس و فساد مالی شده اند. سرانجام در اوایل ماه اکتبر امسال مسئولین حکومتی مجبور به عقب نشینی نسبت به کارگران شدند و با انتشار رسمی حکم دادگاه، اعلام شد که مالکان خصوصی این شرکت به اتهام اختلاس و فساد مالی به زندان های طویل محکوم شده اند و شرکت رسما به مالکیت دولت بر گردانده شده است.

 بطور کلی گزارشهایی که توسط “اتحاد بین المللی در حمایت از کارگران” در ایران  جمع آوری و انتشار یافته حاکی است که در سال شمسی گذشته، حدود ۱۹۰۰ مورد اعتصاب و اعتراض کارگری توسط کارگران شاغل چه در بخش خصوصی و چه در بخش دولتی در سراسر کشور به وقوع پیوسته است. این اعتراضات در حالی صورت گرفته و می گیرد که جمهوری اسلامی با شدت تمام در حال سرکوب تشکلات مستقل کارگری و پایمال کردن حق تشکل یابی است. کارگران اما با بکار گیری تاکتیک ها و راه کارهای گوناگون از جمله ایجاد کمیته های اعتصاب، برگزاری مجمع عمومی و انتخاب نمایندگان خود، همچنان در راه رسیدن به خواسته های خود و برای آنکه صدایشان شنیده شود مبارزه می کنند.

Iran: Updates on intensified persecution and repression of labour and social activists in recent months

Persecution and repression of labour activists, along with teachers, writers, lawyers and human rights’ and social activists, has been intensified in recent months, especially since Ebrahim Raisi became president of the Islamic Republic of Iran (IRI).  Ebrahim Raisi, was the former head of Judiciary before his election as the president of the IRI. He “had been a member of the ‘death commission’ which forcibly disappeared and extrajudicially executed in secret thousands of political dissidents in Evin and Gohardasht prisons near Tehran in 1988”*. 

 Since the beginning of October 2021, more than 50 labour and social activists have been summoned by the intelligence agencies of the IRI across the country. The current crackdown has even targeted those already incarcerated.  Below are some highlights:

Asal Mohammadi and Hirad Pirbodaghi, civil and workers’ rights activists, were arrested by security forces on Saturday, November 6, 2021, after a search of their home. Hirad Pirbodaghi informed his family by phone that he had been transferred to the Ministry of Intelligence detention center, Ward 209 of Evin Prison.

In the latest prosecution cases against teachers, Jafar Ebrahimi, inspector of the Coordinating Council of Iranian Teachers’ Trade Associations, was tried on October 31, 2021, in the Karaj General Court, and he is also scheduled to be tried in the Revolutionary Court of Karaj on November 17, 2021, on the false charges of “propaganda against the system and acting against national security.” In East Azerbaijan province, Latif Rozikhah, a member of the board of directors of the province’s teachers’ association, has been summoned by the Jolfa Revolutionary Court and is due to stand trial on November 10, 2021 on baseless charges of “propaganda against the regime.” Mahmoud Melaki, a member of the board of directors of the Bushehr Teachers’ Trade Association, is also facing charges of “propaganda against the system, insulting the Leader, blasphemy and spreading lies” and is due to stand trial on November 16, 2021.

Sepideh  Gholian, a student, citizen journalist and workers’ rights defender, was forcefully rearrested, on October 11, 2021, after a raid to her parental home, during her furlough, by about 30 security officers. She was first taken to an unknown location, then on October 14, 2021 she was transferred from Ahvaz to Bushehr and from there to Evin Prison, ward 209. She was transferred back to prison to finish her remaining sentences related to her reports about and support of Haft Tapeh sugarcane workers’ strikes in 2018 in southwest Iran . She has been sentenced to a total of 19 years imprisonment.

Six labour and political activists who are serving their sentences in Greater Tehran Prison were also the victims of such a brutal act of violence. On October 9. 2021, Shapoor Ehsaniraad, a workers’ rights’ activist and member of Free Trade union of Workers of Iran, and Esmail Gerami, a retired teachers’ activist, along with four other political prisoners, namely Pouya Ghobadi, Akbar Bagheri, Akbar Faraji and Akbar shirazi, were subject to an unprovoked attack by a gang of dangerous inmates. According to reports by independent workers’ organizations in Iran this attack was coordinated by the prison authorities with the aim of intimidation, revenge and spreading hate towards political prisoners. The attackers were armed with knives and sharp objects. As a result, some of the victims of this violent attack were in need of medical treatment. The Islamic Regime of Iran does not recognize the existence of “political prisoners”; most often, and intentionally, political prisoners and violent criminals are held in the same units in prisons.

Another case is Khosrow Sadeghi Boroujeni, a journalist and researcher on labour economics, who was first arrested on May 8, 2019. He was tried in branch 36 of appeals court in Tehran with charge of “assembly and collusion, with the aim of committing crime against national and international security of the country”. He was sentenced to 5 years imprisonment. He was rearrested on 18 August 2020 and imprisoned in the notorious Evin prison where he is serving his sentence. His health has deteriorated in prison since last month, and prison authorities have denied him access to medical treatment.

Lawyers Mostafa Nili and Arash Keykhosrovi along with Mehdi Mahmoudian, a social activist, were arrested and imprisoned in August 2021 while preparing a lawsuit against Ali Khamenei, the leader of the IRI, former president Rouhani and former health minister under Rouhani, with the charge of manslaughter of people due to their neglectful responses to the COVID-19 pandemic. Recently in a letter addressed to “Central Committee of Observing Practice of Law” they stated that they have not agreed to sign a written pledge to drop the lawsuit. As a result, they have been subjected to various psychological pressures in prison and been held in solitary confinement.

Progressive civil and workers’ rights activists Mehran Raoof and Nahid Taghavi, both in their mid-60s, have recently been sentenced to 10 years imprisonment, based on trumped up charges of involvement in an “illegal group”, and continue to be incarcerated since their arrest in October 2020.

Furthermore, defence lawyer, Ms. Farzaneh Zilabi, has been sentenced to one year in prison and a two-year ban on traveling abroad by the Revolutionary Court of Ahvaz in September 2021. Farzaneh Zilabi is prosecuted for defending workers’ rights. She represented workers at the Haft-Tapeh sugarcane complex. Her lawyer has applied against the court decision while workers at Haft Tapeh have demanded immediate and unconditional drop of all charges against Ms. Zilabi.

:Growing workers’ actions

According to reports by independent workers’ organizations, the recent campaign of persecution and repression by the IRI is aimed to suppress and control growing waves of   protests and strike actions by workers across the country. For example, during the last month alone we have seen several nationwide protests by teachers demanding pay increases, enhanced retirement benefits and an end to privatization of education. Following the callout by the Coordinating Council of Iranian Teachers’ Trade Associations, today, Thursday, November 11, 2021, rallies and protests were organized in about 27 provinces and 62 cities.

On June 19, 2021, several thousands of contracted workers at gas and petrochemical plants in Asaloyeh (south of Iran) took strike actions, then in short period of time the wave of strike spread across the gas and oil sectors as tens of thousands of workers joined the strike with demands of wage increase, job security, improved working condition and an end to private contractors. The strike was supported by teachers, pensioners, independent workers’ organisations and families seeking justice for relatives killed by the security forces during the uprising in November 2019. In a nationwide uprising in November 2019, hundreds of protesters were shot to death by targeted firing on the streets (reportedly up to 1500 people were killed), just for protesting the growing poverty, high prices, corrptions and political repression.  More than 8,000 protesters mostly from working class and poor neighborhoods were arrested and imprisoned. Many continue to face long term prisons and even execution.

Haft Tapeh sugarcane workers’ fights against privatization:

In Haft Tapeh sugar cane complex, workers have been organizing several strike actions and mass protests during last 5 years against the privatization of the company, non-payment of wages and the embezzlement and corruption carried out by the owners of this privatized industrial complex in Haft Tapeh, Khuzestan Province, Iran. Workers were successful in recent months in removing the corrupt owners of the company and have been pushing for the return of the company’s operations under public ownership and control. In October 2021, the ruling government was forced to back down; the private owners of Haft Tapeh were officially announced to have been convicted by a court with charge of embezzlements and corruption and sentenced to long imprisonment and the company was officially declared as re-nationalized. The struggle for public ownership and control continues incessantly by Haft Tapeh workers.

According to reports gathered and published  by IASWI  during last year ( Iranian calendar)  workers in private as well as public sectors staged around 1900 cases of strike actions and protests including mass demonstrations in cities across the country. All this despite a total crackdown on independent organizations of workers and the right to organize. Workers have used various strategies and tactics to make their voices heard including through forming strike committees, organizing general assemblies and electing their representatives amongst others.
