از تجمع اعتراضی در اجلاس ۲۰۲۴ سازمان جهانی کار پشتیبانی کنید
رژیم اسلامی ایران در طول ۴۵ سال گذشته درحال جنگی مستمر و همه جانبه علیه طبقه کارگر در عرصه های اقتصادی، سیاسی، اجتماعی و فرهنگی بوده است. حداقل دستمزد، چند برابر زیر خط فقر قرار دارد و حتی پرداخت منظم دستمزد به یکی از مطالبات کارگران تبدیل شده است. کارگران ایران برای تامین سرپناه و حداقل زندگی برای خانواده‌های خود مجبورند گاه تا سه شغل ناپایدار برای خود دست و پا کنند. دولت ایران قانون کار خود را نیز به شدت زیر پا می گذارد و برای کنوانسیون های سازمان جهانی کار کمترین احترامی قائل نیست. سرکوب و بگیر و ببند کارگران به امری روزمره تبدیل شده است. در تمام این مدت طبقه کارگر در ایران علیرغم همه سرکوب های وحشیانه و محرومیت از حقوق بنیادی کار و حقوق بشر، مقاومت ستایش برانگیزی از خود نشان داده و در نبردی به شدت نابرابر برای کسب حقوق خود مبارزه کرده است.
هر سال صدها کارگر و فعال کارگری در ایران به دلیل استفاده از حقوق اولیه کارگری خود توسط جمهوری اسلامی ایران تهدید، اخراج، دستگیر، زندانی و شکنجه می شوند. در حال حاضر تعداد قابل توجهی از فعالان کارگری پشت میله های زندان هستند. چند تشکل مستقل کارگری که تا حدی از هجوم و سرکوب مداوم دولت جان سالم به در برده اند، تحت فشار مداوم و شدید قرار دارند، فعالیت آنها به شدت محدود شده است و بسیاری از بنیان گذاران و اعضای آن ها یا زندانی هستند یا در ترس دائمی از سرکوب حکومتی و بازداشت های طولانی بدون محاکمه بسر می برند.
جمهوری اسلامی ایران به عنوان یکی از اعضای سازمان جهانی کار (ILO) موظف به رعایت کنوانسیون های بنیادی این سازمان، از جمله آزادی تشکل ها و پیمان های دستجمعی است. با این حال، نقض شدید همین کنوانسیون ها، سیاست و رویه معمول رژیم ایران بوده است. رژیم ایران علیرغم داشتن سابقه سرکوب گرانه و خشونت آمیز ضد کارگری در ۴۵ سال گذشته، اما اجازه یافته تا نمایندگان تشکلات وابسته به دولت، مانند «کانون عالی شوراهای اسلامی کار» را به جای نمایندگان مستقل و واقعی تشکل های کارگری به کنفرانس سالانه سازمان جهانی کار بفرستد. و این در حالی است که هیچ اثر و نشانه‌ای از نظارت سازمان جهانی کار برای احراز مستقل بودن نمایندگان کارگری دیده نمی شود. زننده تر اینکه این افراد نیابتی حتی به عضویت هیئت مدیره و سایر کمیته ها ارتقا می یابند.جمهوری اسلامی ایران همچنین نمایندگان کارفرمایی را نیز خود انتخاب می کند و بنابراین همه نمایندگان ایران، کارگزار و عوامل حکومت اسلامی هستند.
سال‌هاست که تشکل‌ها و فعالان کارگری در ایران تاکید کرده اند که این به اصطلاح «هیئت کارگری ایران» نماینده کارگران ایران نیست و از نهادهای ذیربط سازمان جهانی کار خواسته اند وارد عمل شوند و جلوی این تقلب شرم آور را بگیرند، اما تنها با دیوار ستبر سکوت مواجه شده‌اند. . در سال ۲۰۰۵ در پی شکایتی از دولت ایران مبنی بر نقض حقوق کارگران، پرونده ای در سازمان جهانی کار تشکیل شد. از آن زمان تا کنون هر سال شکایات بیشتری به پرونده ااضافه شده است، اما پس از گذشت نزدیک به ۲۰ سال، سازمان جهانی کار هیچ گام معنادار و موثری برای پاسخگویی به این شکایات افزون شونده بر نداشته است.
یکصد دوازدهمین کنفرانس سازمان جهانی کار بین ۳ تا ۱۴ ژوئن ۲۰۲۴ در ژنو برگزار می‌شود. ما در ۷ ژوئن تجمعی در اعتراض به حضور عوامل رژیم جمهوری اسلامی که تحت عنوان «نمایندگان کارگری ایران» در این کنفرانس حضور می یابند برگزار خواهیم کرد و همزمان خواستار آزادی بی قید و شرط فعالان کارگری زندانی و تمامی زندانیان سیاسی در ایران و به رسمیت شناختن حق مسلم کارگران ایران در ایجاد تشکل ها ی مستقل کارگری و پیمان های دستجمعی خواهیم بود.
ما همراه با تشکل‌های کارگری و کارگران زندانی در ایران، از تشکل‌های کارگری در سراسر جهان می خواهیم که در همبستگی با نمایندگان واقعی کارگران ایران از مبارزات آنان حمایت کنند و صدور احکام خودسرانه و طولانی مدت زندان علیه آنها به خاطر اینکه حقوق اولیه کارگری خود را در خواست کرده اند – حقوقی که در بسیاری ازنقاط جهان به رسمیت شناخته شده – محکوم نمایند. ما از شما می خواهیم که از تجمع ما پشتیبانی کنید. شما می توانید : لف) نام تشکیلات خود را به لیست حمایت کنندگان اضافه کنید، ب) پیام حمایت خود را برای ما بفرستید تا در تجمع خوانده شود، ج) نماینده خود را معرفی کنید تا به طور کوتاه در تجمع ما در ۷ ژوئن ۲۰۲۴ سخنرانی کند. خوشحال خواهیم شده که اگر بیش از یک گزینه را انتخاب کنید.

An open letter to trade unions and workers’ organisations
Sponsoring a rally at ILO’s 2024 annual conference in Geneva in solidarity with workers’ movement in Iran
In the past 45 years, the Islamic regime of Iran has waged a relentless and all-encompassing war against the working class in economic, political, social and cultural spheres of life. The minimum wage is manifold under the poverty line and even regular payment of wages is one of the workers’ demands. Workers have to take up to three precarious jobs to secure minimum shelter and sustenance for their families. The Iranian government breaks its own labour laws fiercely on a daily basis and does not have the slightest respect for the ILO conventions and persecution of workers is a daily routine in Iran. In spite of experiencing ferocious repression and denial of basic labour and human rights, the working class in Iran have shown a remarkable resilience and fought for their rights in a strikingly unequal battle.
Every year, hundreds of workers and labour activists in Iran are threatened, fired, arrested, imprisoned, tortured by the Islamic Republic of Iran for exercising their basic labour rights. Currently, a considerable number of labour activists are behind bars. A few independent labour organisations that have partially survived the government’s sustained onslaught and suppression are under constant and colossal pressure, their activities are severely restricted, and many of the founders and members are either imprisoned or live in constant fear of persecution and long periods of incarceration without trials.
As a member of the International Labour Organization (ILO), the Islamic Republic of Iran is required to observe the core conventions of the ILO, including freedom of associations and collective bargaining. However, the severe violation of these very conventions has been the routine policy and practice of the Iranian regime. Despite having an atrocious and violent anti-worker record in the last 45 years, the Iranian regime is given free rein to send its government-affiliated proxies such as the “Supreme Center of Islamic Labour Councils” to ILO’s annual conferences instead of independent and credible representatives of workers’ organisations, and there is no sign of ILO scrutiny to ascertain the independent status of workers’ representatives. It is more deplorable to note that these proxies are even promoted to the membership of board of directors and other committees. The Islamic Republic of Iran also selects its official and employers’ representatives and effectively, all representatives from Iran are the Islamic government’s agents.
For many years, the labour organisations and activists in Iran have insisted that the “Iranian Labour Delegation” is not Iranian workers’ representative and urged ILO’s respective bodies to step in and stop this shameful travesty, but they have only faced a thick wall of silence. In 2005, following a complaint made against the government of Iran regarding the violation of workers’ rights, a case was opened at ILO. Since then, every year more complaints have been compiled and added to the original case, but after nearly 20 years, ILO has not taken any meaningful and effective step to respond to ever-increasing complaints. This means that for decades, the authentic representatives of Iranian workers have not had their rightful seat at ILO conferences.
ILO’s 112th conference will be held in Geneva between 3rd and 14th June 2024. On 7th June, we will be holding a rally there to publicly oppose the participation of the agents of the Iranian regime as so-called ‘Iranian labour delegates’ and demand the unconditional release of imprisoned labour activists and all political prisoners in Iran and assert the Iranian workers’ rights to freedom of associations and collective bargaining.
We, along with labour organisations and imprisoned workers in Iran, urge labour organisations worldwide to stand in solidarity with the authentic representatives of workers, support their struggles in Iran and condemn their arbitrary imprisonment and heavy sentences for want of basic labour rights which are taken for granted in many parts of the world.
